I think you correctly identified the key concepts. Is you question specific to prisoners or should it also include parolees, i.e. (parolees OR felons OR prisoners) AND voting. I'm not sure what the correct term to use to describe this population is, that is why I would suggest using synonyms to throw a broader net. Does that make sense?
My question is specifically for prisoners in prison regarding prisoners and voting. Yea that does make sense, I get what your saying. It would broaden the search by a lot I think. Thank you Andrea. :)
